Toby takes justifiable pride in his intimate knowledge of the waters he fishes and how the fish relate to the structure present in those waters. Toby is licensed by the Coast Guard for near coastal operation and holds both Washington and Oregon fresh and salt water Charter licenses so no matter where the Salmon and Sturgeon are, Toby can put you on top of them.
